Instruction:

  1. Open Root Explorer
  2. go to sytem/apps
  3. in other tab find your download setting.apk
  4. hold tap the settings.apk choose copy/move
  5. replace it in system/apps 
  6. reboot
  7. open Root Explorer again
  8. go to system/apps/setting.apk
  9. hold tap and change permission in rw-r--r--
  10. Congrats
